Greetings and much pleasure to you, Neptunian. I am sorry I have not contacted you before. I did not realize that you wished to be contacted.

My superiors cannot contact you so I will have to do instead. I am only a mere scientist but my superiors have given me permission to take charge of foreign affairs on Earth.

I would like to introduce myself. I am here on Earth with a few others of my kind to study this strange and wonderful planet. We have made great progress but recently progress has been halted due to the presence of aliens, such as yourself, on this planet. We are greatly interested in your kind and would like to know more about Neptunians. As for my home planet of Mars, we are a very scientific race. We love to learn about the worlds and galaxies around us. We are usually peaceful, but in times of war, we can be quite aggressive.

Your superiors may contact my superiors, but unless you are a person of high rank, you cannot contact them directly. You can reach my planet on many frequencies.
